REGULATION ON VILNIUS ACADEMY OF ARTS’ NIDA ART COLONY
I. GENERAL REGULATIONS
1. Nida Art Colony (henceforth the Colony) of Vilnius Academy of Arts (henceforth the Academy) is a subdivision of the Academy. It initiates and carries out international and local educational and artistic activities and projects, and disseminates information about them.
2. The address of the Colony is Taikos g. 43, LT-93121 Nida, Neringa.
3. The activities of the Colony are based on: the Constitution of the Republic of Lithuania, the regulations of the Seimas of the Republic of Lithuania, the Government of the Republic of Lithuania and the Ministry of Culture of the Republic of Lithuania, the Statute of the Academy, and this Regulation.
II. AIMS AND FUNCTIONS OF THE COLONY
4. The aims of the Colony are:
4.1. to enhance quality in education and to foster innovation in art, design, architecture, art history and art management;
4.2. to transfer and apply the best international practices in teaching and promoting art, design, architecture, art history and art management in Lithuania;
4.3. to continue the traditions of Nida artists’ colony.
5. In pursuing the above aims, the Colony performs the following functions:
5.1. cooperates with other subdivisions of the Academy and organises international and local educational and artistic activities, artistic and cultural projects, events and exhibitions;
5.2. organises and manages international and national artist-in-residence programmes;
5.3. follows the Rules of Operation of the Colony’s Property (1st Annex to this Regulation) and hosts summer workshops for the Academy’s students;
5.4. takes part in educational programmes for schoolchildren and adults;
5.5. prepares and publishes paper and digital information about the activities of the Colony, and updates the Colony’s website;
5.6. stores and preserves official papers and documents of the Colony;
5.7. provides paid services which do not conflict with the Colony’s aims as stated in this Regulation;
5.8. performs other functions if they help to pursue the Colony’s aims as stated in this Regulation.
III. MANAGEMENT OF THE COLONY
6. The Colony is managed by the Director, who is appointed and dismissed by the Academy’s Rector.
7. The Director is chosen through an open international competition for a tenure of four years. The Director can apply for and become the Director of the Colony repeatedly.
8. The elections to the post of Director are organised by the Colony’s Board.
9. The Director reports to the Academy’s Vice-Rector for Arts and Sciences (henceforth Vice-Rector).
10. The Director:
10.1. organises and takes responsibility for all the Colony’s activities;
10.2. represents the Colony;
10.3. presents the Colony’s Regulation and changes to the Academy’s Senate for approval;
10.4. presents the Rules of Operation of the Colony’s Property to the Academy’s Rector for approval;
10.5. presents a list of the Colony’s paid services and their prices for approval according to the Academy’s Statute;
10.6. presents the Colony’s annual plan and reports to the Colony’s Board for consideration.
11. The Board is a collegial managerial body of the Colony. The Board has seven members. The Academy’s Rector presents members of the Board to the Academy’s Senate for approval. Members of the Board are deputed for two, three or four years. Members of the Board can be deputed to the Board repeatedly.
12. The Board:
12.1. considers and presents the Colony’s annual plans and reports to the Vice-Rector for approval;
12.2. organises elections to the post of Director and presents the selected candidacy to the Academy‘s Rector for approval. In the event that the Rector does not approve, new elections have to be held no earlier than one month, and no later than two months, after the first elections. The results of the second elections are final;
12.3. based on the conclusions of an audit of the Colony’s activities, it can dismiss the Director before the end of the term;
12.4. makes suggestions to the Director regarding the economic and financial activities of the Colony.
IV. PROPERTY AND FINANCIAL RESOURCES OF THE COLONY
13. The property of the Colony is:
13.1. long-term and short-term material property, and other property connected to the activities of the Colony;
13.2. art works created and donated to the Colony by artists, or art works purchased by the Colony.
14. The financial resources of the Colony are:
14.1. resources allocated for the implementation of specific programmes (projects);
14.2. resources allocated from the Academy. Details of these allocations are stated in the 2nd Annex to this Regulation;
14.3. resources earned from paid services;
14.4. support of individuals and legal bodies;
14.5. other legitimately earned resources.
15. Until the year 2022 (ten years after the opening of the Colony), the Colony’s entire property and building are insured against all risks from the Academy’s budget. The financial resources required for the insurance of the Colony are included in the annual budget of the Academy as a separate issue.
V. RIGHTS AND RESPONSIBILITIES OF THE COLONY
16. The Colony has a right to:
16.1. have in its disposition, manage and use its property according to the Rules of Operation of the Colony’s Property (1st Annex to this Regulation);
16.2. provide paid services in accordance with a list of paid services and their prices approved according to the Academy’s Statute;
16.3. sign agreements and other legal documents, and take on commitments regarding the Colony’s property only with the authorisation of the Academy’s Rector;
16.4. have a logo and other identifying marks according to the valid legal regulations;
16.5. receive financial support and support in kind.
17. The Colony must:
17.1. use the financial resources allocated from the budget of the Academy only for the implementation of aims stated in this Regulation, and only according to estimates confirmed by the Academy;
17.2. present reports of the Colony’s activities to the Vice-Rector and other institutions envisaged by legal acts;
17.3. preserve and look after the Colony’s property;
17.4. ensure safe working conditions for the Colony’s employees;
17.5. guarantee the accuracy of the Colony’s financial and statistical reports.
18. The Colony may have other rights and responsibilities envisaged by legal documents and legal acts in force.
VI. EMPLOYMENT REGULATIONS AND CONTROL
19. Individual employment and material responsibility agreements are signed with the Director and other materially responsible employees of the Colony according to the legal regulations in force.
20. Control of the Colony’s financial activities is performed by the Academy’s internal audit service, the Senate and other authorised state institutions according to the legal regulations in force.
VII. FINAL PROVISIONS
21. The Colony can cease its activities or be reorganised according to a decision by the Academy’s Senate no earlier than the year 2022, or according to the legal regulations of the Republic of Lithuania in force.
